After a long work on a topic, you know what is asked, and can make life easier for yourself and others by bringing together the key questions and answers in a so-called FAQ.
The second situation is that things are so new and it is difficult to clearly been the purpose, so do efforts also an FAQ on the area, to sort of dampen and calm nervous or disgruntled elements - here, there are often political undertones.
